Professor and Director of the Special Education Program at the University of Colorado Colorado Springs (UCCS) and a Fulbright Scholar. He is an internationally recognized scholar and leads the UN-supported International Review of Disability Policy. His contributions to research, teaching, and service have been recognized with numerous honors, including the U.S. Department of Education’s Commissioner’s Award for Excellence.
